In fact, the wheels mounted on full skateboards are 99A (very hard)? these wheels are much appreciated by professional and experienced skateboarders because they have a long life and respond well.
For beginners, they may seem too hard and transmit all the vibrations of the ground to the legs, whereas 80A wheels, for example, are much softer and ideal for surfaces with lots of irregularities and for riding.
So I don't think it's a question of quality, but of preference.
